Grab The Land Grabbers In Khilgaon! Police Must Protect People’s Land And Property

• It is shocking that while the whole nation is

grappling with a pandemic, there have been
instances of land grabbing in Khilgaon, Dhaka.
_____যেখানে সমগ্র জাতি মহামারীর এই
চরমক্রান্তীলগ্নে সমাধানের উপায় খুঁজছে,
সেখানে ঢাকার খিলগাঁওয়ে জমি দখলের এমন
দৃষ্টান্তমূলক ঘটনা আমাদের জন্য খুবই মর্মান্তিক।

 

• According to a report published recently by

this daily, as most people remain indoors or
uninvolved because of the pandemic,
encroachers are using this opportunity to take
over unguarded and empty plots of land in
Khilgaon.
_____সম্প্রতি প্রকাশিত এই দৈনিকের একটি প্রতিদিন
অনুযায়ী জানা গেছে, মহামারীর এমন চরম অবস্থায়
মানুষ গৃহবন্দি আছে আর তার-ই সুযোগ কাজে
লাগিয়ে জোরপূর্বক জমি দখলকারীরা অরক্ষিত ও
খালি জমি হস্তান্তর করে আসছে।

 

• The report further reveals that in the last few

months, grabbers aided by a former Chhatra
League leader and a sacked police constable
have taken control of at least a dozen plots in
Nandipara area by building boundary walls and
putting up signboards around them.
______প্রতিবেদন থেকে আরও জানা গেছে, জমি
দখলকারীরা এক কর্মচ্যুত পুলিশ কনস্টেবল এবং
প্রাক্তন ছাত্রীলীগনেতার সহায়তা নদীপাড়া
এলাকার জমিতে সাইনবোর্ড ও সীমানা প্রাচীর
লাগিয়ে প্রায় একডজন ফালি জমি নিজেদের
নিয়ন্ত্রণাধীন করেছে।

 

• Landowners and locals alleged that a high

official of the Khilgaon Police Station provided
shelter to the criminals.
______খিলগাঁও থানার এক উর্ধ্বতন কর্মকর্তা এসব
অপরাধকে আশ্রয়-প্রশ্রয় দিয়েছে বলে দাবী
করছেন ভূমি-মালিক ও স্থানীয়রা।

 

• The incident came under public scrutiny after

the principal of Dhaka Dental College, on behalf
of the plot owners, submitted a prayer on June
24 to the deputy commissioner of Dhaka
Metropolitan Police (Motijheel Division) seeking
legal support, following which the police began
their investigation.
______এই মর্মান্তিক ঘটনাটি জনসমক্ষে আসার পর গত
২৪শে জুন ঢাকা ডেন্টাল কলেজের অধক্ষ্য ভূমি-
মালিকাদের পক্ষে ঢাকা মহানগর পুলিশ মতিঝিল বিভাগের
ডিসি বরাবর একটি আবেদন দাখিল করেছেন পুলিশ এ
অভিযোগ অনুযায়ী তদন্তও শুরুকরেছিল।

 

• Prior to that, when he submitted three

complaints to Khilgaon Police Station, they did
not take any action nor did they register any
case.
_____এর আগেও তিনটি অভিযোগ খিলগাঁও থানায় দাখিল
করা হয়েছিল কিন্তু তারা মামলা নথিভুক্ত করা ও তার জন্য
পদক্ষেপ নেওয়ার কোনোটির একটিও করতে
অগ্রসর হয়নি দায়িত্বে থাকা থানার কর্মকর্তাগন ।

 

• Later when the principal filed a case with

Khilgaon Police Station on July 1, police arrested
the prime accused Masud Ahmed and his
partner Ziaur Rahman Pintu.
_____এরই ধারাবাহিকতায়, গত ১লা জুলাই অধক্ষ্য
মহোদয় খিলগাঁও থানায় মামলা দায়ের করায় পুলিশ
কর্মকর্তা এ মামলায় অভিযুক্ত প্রধানহোতা মাসুদ
আহমেদ এবং তার সহযোগী জিয়াউর রহমানকে
গ্রেপ্তার করে।

 

• However, active land grabbers are still at

large in Khilgaon.Visiting the area on July 4, our
correspondent witnessed new boundary walls
being built around seven to eight separate plots.
A temporary tin-shed room was also found on
the principal's plot.
______তা সত্ত্বেও জোরপূর্বক জমি দখলকারী ও
তাদের কর্মকান্ড এখনও চলমান আছে, গত ৪ঠা জুলাই
আমাদের সংবাদাতার সরেজমিনে পরির্দশনে ফালি
জমিতে প্রায় ৭ থেকে ৮টি নতুন সীমানা
প্রাচীরসহ অধ্যক্ষে মহোদয়ের ফালি জমিতেও
এক অস্থায়ী টিন-শেডের ঘর বিদ্যমান থাকার বিষয়টি
উঠে আসে।

 

• Various other landowners talked about

experiencing a similar fate, who had trouble
registering a general diary at the police station.
Moreover, when the plot owners tried to recover
their property, the criminals claimed large
amounts of money from them!
______একই দূর্ভোগের অভিজ্ঞতার কথা
বলেছেন আরও কয়েকজন ভূমি মালিকরা,তারা
উল্লেখ করেছেন এ নিয়ে থানায় সাধারন জিডি
করায়ও অনেক ঝামেলা পোহাতে হয়েছিল যার
ফলে জোরপূর্বক জমি দখলকারীরা তাদের
কাছে মোটা অংকের টাকা দাবি করে।

 

• The above incidents highlight the audacity of

these land grabbers who carry out their crimes
with impunity. These acts cannot go unpunished
and legal action must be taken. In order to keep
the plots from being plundered, law
enforcement officers should strictly monitor the
area and make sure they are protected from
land grabbers.
_____উপরে বর্ণিত ঘটনাগুলো এসব জোরপূর্বক
জমি দখলকারীদের নির্বিঘ্নে অপরাধ চলমান রাখার
দুঃসাহসিকতাগুলো যা দৃষ্টিগোচর করে।এমন
কর্মকান্ড বিনাবিচারে পার পেতে পারেনা এজন্য
অবশ্যই আইনি পদক্ষেপ নিতে হবে ও লুটপাটের
হাত থেকে এসব জমি রক্ষার্তে আইন শৃঙ্খলা
রক্ষাকারী কর্মকর্তাদের কঠোর নজরদারি রাখা
উচিত এবং ভূমিমালিকরা জমি দখলকারীদের থেকে
সুরক্ষিত থাকার বিষয়টিও নিশ্চিত করতে হবে।

 

• The authorities must also thoroughly

investigate the matter to find out why
complaints couldn't be registered at the police
station and bring all the perpetrators to book.
Needless to say, it is the responsibility of the
law enforcers to assure the safety and security
of the people and their property.
______কেন এমন অভিযোগগুলোকে নথিভুক্ত করা
হয়নি তার কারনগুলো কর্তৃপক্ষের খুজে বের
করে এর সাথে জরিত সকল অপরাধীদেরকেও
বিচারের আওতাধীনে আনতে হবে।
বলার অপেক্ষা রাখে না_
জনগণের জানমালের নিরাপত্তা নিশ্চিতকরণ আইন
শৃঙ্খলা রক্ষাকারী বাহিনীরই দায়িত্ব।
